Analysts believe that Microsoft is poised to become the core “orchestration layer” for enterprise AI workflows, leveraging its product matrix spanning cloud, platform, and endpoint, thus gaining an advantageous position in this wave of cost control.

This trend directly benefits Microsoft. Melius Research analyst Ben Reitzes pointed out in a research report on Monday that Microsoft has positioned itself as a “secure, model-agnostic channel” for enterprise access to AI computing power. Meanwhile, Microsoft's stock has dropped about 20% this year, mostly in the first quarter. A more pressing challenge is how to prove to investors that consumption-based orchestration contracts can compensate for the potential slowdown in the traditional per-user software model.

Enterprise AI budgets tighten, “orchestration” demand arises

The AI boom has spawned a host of new terminology; after “inference”, “agents”, and “edge computing”, “orchestration” is becoming the next core concept. The backdrop is a growing dissatisfaction among companies with returns on AI investment.

Palantir Technologies CEO Alex Karp said in a CNBC interview last week that every company Palantir interacts with is dissatisfied with the computing returns from frontier AI labs. Though Karp sometimes exaggerates, this view points to a real market shift: some companies are turning to low-cost alternatives from China, provided as open-source or open-weight models, allowing enterprises to deploy AI computing on their own servers or private clouds.

Data released last month by AI infrastructure platform Vercel shows that since late April, the computing power handled by China’s DeepSeek low-cost model has surged, even though Anthropic and OpenAI still dominate in dollar spending. The reality of using multiple models in parallel is the direct driver for orchestration demand.

Microsoft’s “orchestration layer” layout

Microsoft’s product matrix happens to cover multiple levels of orchestration logic. Reitzes pointed out that if frontier models dominate AI consumption, Microsoft’s Azure cloud can host their operation; if open-source models become popular, Microsoft’s Foundry AI platform can orchestrate them, and Windows can run these models locally. The Foundry catalog now includes over 11,000 available models.

At the enterprise user product level, Microsoft’s AI assistant Copilot can divert tasks to different AI models based on the required computing intensity, something Luria affirmed. Reitzes positions Microsoft as a “secure, model-agnostic channel” for enterprises to access AI computing power.

However, this track is not without competitive pressure. A Barclays research report last month predicted that many large internet companies will build their own internal orchestration layers. For small and medium-sized enterprises, non-transparent AI costs and the heavy computing consumption of complex processes lacking oversight are common pain points—areas where Microsoft sees market opportunity.

Share price under pressure, business model transformation awaits validation

Although the orchestration narrative provides Microsoft with a new growth logic, investors still face uncertainty. Microsoft’s stock has declined about 20% this year, with most of the drop occurring in the first quarter, in line with other software stocks.

Reitzes pointed out that for Microsoft, a more urgent challenge may be to prove to investors that consumption-based, orchestration-focused contract models can genuinely offset any slowdown in user subscription software business.

Additionally, Microsoft Chief Human Resources Officer Amy Coleman announced on Tuesday that the company will lay off 4,800 employees, about 2.1% of its global workforce. This news adds a new variable to its fundamentals. Whether the strategic layout of the orchestration layer can be converted into quantifiable financial returns remains to be tested by the market.
