Anthropic is actively preparing for its planned IPO later this year, and this senior change in the legal team is a key step in the process.

According to Bloomberg, Anthropic has promoted Assistant General Counsel Elena Leichty to General Counsel. Former General Counsel and former U.S. Ambassador to Australia Jeffrey Bleich has transitioned to a newly created role as International Special Envoy, focusing on global policy and diplomatic affairs.

With Leichty's promotion, her former position will be filled by Toronto-based Assistant General Counsel Rob Hester. Hester joined Anthropic in 2024, after nearly five years at Amazon.

This personnel adjustment comes as Anthropic is rapidly expanding its senior policy team. Earlier this month, the company just announced the hiring of former California Supreme Court Justice Mariano-Florentino "Tino" Cuéllar as Chief Global Affairs Officer.

As the IPO process approaches, Anthropic is quickly strengthening its capacity to handle regulatory and government relations, which is crucial for technology companies seeking to go public.

Leichty previously served as Anthropic's Global Head of Commercial Legal and joined the company in 2023. Prior to that, she worked as in-house legal counsel at Google under Alphabet for nearly six years, and began her career at the law firm Morgan Lewis & Bockius.

"I am deeply honored to take on this role and continue working with the entire legal dream team in supporting Anthropic's mission," Leichty said on LinkedIn.

Anthropic Chief Legal Officer Brian Israel also posted, "During her three years leading the Anthropic legal team, Elena has earned the trust and acclaim of the entire legal organization and throughout the company."

Bleich Transitions to Diplomatic Role, Focusing on Global AI Policy

In a LinkedIn post, Bleich stated that he will "work with governments around the world" in his new role, calling it "my dream job." He believes that "decisions currently being made in capitals across major continents regarding AI policy will shape the development trajectory of this technology for decades to come."

Bleich's resume spans both law and diplomacy. In 1990 he served as clerk to former U.S. Supreme Court Chief Justice William Rehnquist, later became a partner at Dentons and Munger Tolles & Olson, and was the U.S. Ambassador to Australia during the Obama administration.

Before joining Anthropic, he was General Counsel at Cruise LLC, a now-shut autonomous driving tech company under General Motors.

Bleich reports to Israel in his new role. His policy-oriented position complements Cuéllar’s global affairs role, reflecting Anthropic’s overarching strategic layout to expand its international influence.

Anthropic was founded in 2021 by sibling duo Dario and Daniela Amodei, and subsequently hired Israel as General Counsel in the following year. It is reported that the renowned Silicon Valley law firm Wilson Sonsini Goodrich & Rosati is providing legal counsel for Anthropic’s IPO, which is expected to be record-breaking in scale.

Meanwhile, legal disputes between Anthropic and the Trump administration persist. The company previously hired Wilmer Cutler Pickering Hale and Dorr to sue over a federal ban, and has already won a court order suspending enforcement of the ban.

As the IPO window approaches, Anthropic continues to beef up its legal and government affairs teams, reflecting its strategy to advance business expansion and regulatory response simultaneously.
