Apple casts a vote of confidence for ChangXin?
```
Apple's pursuit of purchasing products from Changxin Memory Technology is reshaping the market's perception of this DRAM manufacturer. Citi believes that regardless of whether it ultimately receives approval from the U.S. government, Apple's move itself is a strong endorsement of Changxin's technological strength.
According to "Chasing Wind Trading Desk" and as reported by China Economic Weekly citing the UK's Financial Times on June 27, six sources revealed that Apple is lobbying the U.S. government to seek approval to purchase memory chips from Changxin Memory, in order to ease cost pressures caused by soaring memory prices. Citi stated in a subsequent research report that Apple's move redefines Changxin's market image from "China domestic substitute" to "a reliable global fourth-largest DRAM manufacturer."
This news sends a positive signal to Changxin and its supply chain. Citi believes that the packaging and testing fields and equipment sector will benefit from the increase in demand driven by Changxin's capacity expansion. Meanwhile, renowned Apple supply chain analyst Ming-Chi Kuo pointed out that Apple's lobbying of the White House is not simply driven by cost reduction needs, but by a deeper structural pressure: the global memory supply gap will continue to expand until 2027.
Apple seeks policy endorsement, technical barriers are no longer obstacles
The core judgment of Citi's report: Apple's willingness to consider Changxin as a potential supplier is itself a market certification.
Changxin's LPDDR5X products (12Gb/16Gb chips) have reached a transfer rate of 10667Mbps, which covers high-end phones, tablets, and laptops. This means Changxin's product specifications can already meet Apple's stringent requirements for memory performance, and technical barriers have essentially been eliminated.
Citi points out that the 1260H list does not prohibit U.S. companies from purchasing from Changxin, but Apple's proactive pursuit of policy endorsement is a preventive move against possible stricter restrictions in the future—for example, potential expansion of the Bureau of Industry and Security (BIS) entity list. In the current U.S. political environment, approval difficulty should not be underestimated, but Apple's willingness to bear this political cost itself fully demonstrates its recognition of Changxin's product reliability and the severity of the current memory shortage situation.
Supply gap is a deeper driving force
Ming-Chi Kuo gave an interpretation that goes beyond cost logic. He stated clearly that Apple's pressure has evolved from "memory price surge" to "widening supply gap," which are fundamentally different problems and the latter is harder to solve through price hikes or switching suppliers.
According to his latest industry research, in 2026, 15% to 20% of memory capacity allocated to consumer electronics is expected to shift to data centers in 2027, and this proportion may further expand. AI infrastructure construction continues to absorb high-end memory capacity, systematically reducing the supply share available to consumer electronics.
This trend has begun to affect Apple's product rhythm. Kuo states that due to tight LPDDR memory supply, Apple's A20 chip shipment volume in the second half of 2026 to the first quarter of 2027 may be 10% to 20% lower than originally planned, though some of this may also reflect Apple's own overbooking.
The supply chain may benefit
Citi believes that Changxin's market re-pricing caused by Apple's endorsement will be transmitted up the supply chain to upstream equipment vendors and packaging/testing firms. In the packaging and testing space, Citi has recently raised target prices for three domestic packaging/testing firms to reflect a sector-wide revaluation.
Whether Changxin can ultimately secure Apple's purchase order still depends on U.S. government policy. But this "trust vote" alone is enough to change the narrative framework around Changxin Memory.
