In Northern Virginia, home to the world's largest data center cluster, spot wholesale electricity prices have surpassed $2,500 per megawatt-hour this week, compared to about $40 per megawatt-hour under normal PJM operations—62.5 times higher than usual.

Triple Pressure Forces Emergency Grid Response

PJM announced on its emergency procedures website the initiation of EEA2 (Level 2 Energy Emergency Alert), with the official reason being inability to meet expected energy demand.

The direct causes of this crisis include: widespread generator failures, severe overloads on high-voltage transmission lines, and persistent high temperatures in the Mid-Atlantic region leading to a surge in air conditioning electricity usage. Most areas in the region now have temperatures exceeding 100°F (about 38°C).

On the demand side, PJM reported that the instant peak load from 5 to 6 PM on July 2 was about 162.7 GW, close to the historic record of 165.563 GW set in August 2006. PJM added that preliminary official peak data will be released in 60 days, at which time actual performance of its 6 GW demand-response resources will be included in the comprehensive calculation.

Transmission Congestion Drives Up Prices, Data Center Cluster Hit First

The extreme surge in Northern Virginia spot electricity prices is mainly due to transmission congestion on high-voltage lines driving up interregional transmission costs. Both industry analysts and PJM operational data point to this factor.

The region is the world's largest data center cluster, highly sensitive to power stability and prices. Prices over $2,000 per megawatt-hour, compared to the normal benchmark of about $40, visually reflect the extreme supply-demand imbalance currently facing the grid.

Department of Energy Steps In Again, Exercises Mandatory Power for Second Time This Summer

The U.S. Department of Energy's mandatory operation directive requires all generators in the jurisdiction to operate at full capacity, aiming to maximize available generation capacity and relieve grid pressure. This is the second time this summer the department has taken such mandatory action, showing that the impact of extreme heat on the power system has exceeded the boundaries of conventional scheduling strategies.
