French artificial intelligence startup Mistral, considered the "European version of OpenAI," is accelerating the construction of Europe's native AI computing capabilities through a major cross-border investment. This move not only marks the expansion of the unicorn company's strategic focus, but also highlights Europe's urgent need for technological sovereignty amid rising geopolitical tensions.

According to CNBC, Mistral announced on Wednesday that it will invest 1.2 billion euros (about 1.43 billion dollars) in digital infrastructure in Sweden, focusing on AI data centers, advanced computing capabilities, and localized AI function development. This is Mistral's first AI infrastructure investment outside its home market of France. The new facility is expected to start operations in 2027, supporting the development and operation of the company's next-generation AI models.

As part of the investment plan, Mistral will cooperate with Swedish company EcoDataCenter to deploy "large-scale" AI computing capabilities. The Nordic region, with its low energy costs and cold climate conducive to cooling, is becoming the preferred location for computing facilities in Europe. Previously, in July last year, OpenAI also announced that, as part of its "Stargate" plan, it would launch an AI data center project in Norway.

Mistral CEO Arthur Mensch said, this investment is a concrete step towards building independent AI capabilities in Europe, aiming to strengthen Europe's strategic autonomy and competitiveness by providing full vertical services for local data processing and storage. It also lays the foundation for a European AI cloud serving industry, public institutions, and researchers.

Transformation to Full-Stack Infrastructure Provider

Founded in 2023, Mistral has quickly risen to become a leading AI company in Europe. Its business focus is shifting from initially developing large language models (LLMs) to expanding into underlying infrastructure that supports AI operations.

In June last year, Mistral launched its Mistral Compute service, which is said to provide an integrated technology stack including graphics processing units (GPUs), application programming interfaces (APIs), and fully managed platform-as-a-service (PaaS). This massive investment in Sweden is a continuation of its strategy to build an independent ecosystem.

Mistral's capital strength supports its expansion. In September last year, the company completed a 1.7 billion euro financing round, reaching a valuation of 11.7 billion euros. Notably, Dutch chip equipment manufacturer ASML contributed 1.3 billion euros in this round. Other investors in Mistral include tech giants such as Nvidia and Microsoft, as well as well-known venture capital institutions such as DST Global, Andreessen Horowitz, Bpifrance, General Catalyst, and Index Ventures.

US-EU AI Capital Race Intensifies

Although Mistral, according to Dealroom data, has raised 2.9 billion dollars and is the best-funded LLM builder in Europe, it still lags behind its American competitors in terms of financing scale.

People familiar with the matter told CNBC this week that OpenAI is seeking to complete a financing round that could reach as much as 100 billion dollars. Meanwhile, another US AI giant, Anthropic, signed a letter of intent for a 10 billion dollar financing round in January this year. This huge funding gap shows that the global AI arms race is entering a white-hot stage, and infrastructure construction has become the key battleground for all parties.

Mistral's investment comes at a time when Europe is eager to build infrastructure to support the rapid development of AI tools. Against the backdrop of escalating geopolitical tensions, governments and companies across Europe are striving to establish "technological sovereignty" in order to reduce reliance on non-European technologies.

By establishing localized data processing and storage centers in Sweden, Mistral not only leverages the geographic advantages of the Nordic region, but also responds to Europe's policy direction for data security and strategic autonomy, seeking to build an AI cloud platform capable of serving European industry and the public sector at scale.
