June 4, Postal Savings Bank of China issued an announcement stating that the National Financial Regulatory Administration has approved Yang Xilin’s qualification to serve as the bank’s Director of Financial Markets. The confirmation of this personnel appointment comes nearly half a year after the bank’s board formally engaged Yang Xilin for the position. On December 26, 2025, the bank’s board had reviewed and approved the proposal to appoint Yang Xilin as Director of Financial Markets. With the recent regulatory approval issued, the senior management lineup in the financial markets division has officially completed its transition. From her resume, the 55-year-old Yang Xilin is a veteran banker who has grown within the organization. Yang Xilin graduated from the former Central Institute of Finance (now Central University of Finance and Economics) with a bachelor’s degree in economics and holds the title of Senior Economist. Early in her career in the Postal Savings Bank system, she worked at the Shenzhen Postal Savings Bureau as deputy director. Afterwards, she spent many years working in frontline business and management positions at local branches, serving as assistant to the president and vice president of the Shenzhen branch. Before taking up her new post, Yang Xilin served as General Manager of the Interbank Business Department at the bank’s head office. From local branch management to overseeing core interbank business at the head office, her well-rounded business experience is viewed externally as an important background for her current appointment as Director of Financial Markets. The Director of Financial Markets is a key position among top management in commercial banks, primarily responsible for the bank’s fund operations, interbank business, asset management, and financial market investments. With the current industry backdrop of declining interest rates and ongoing asset shortage, balancing investment returns with risk control has become a common challenge facing the financial markets divisions of major banks. Industry analysts note that directors of financial markets at major commercial banks must not only have sharp insights into macroeconomic trends, the bond market, and interbank funds, but also possess abundant experience coordinating within internal systems. Yang Xilin’s promotion from General Manager of the Interbank Business Department at Headquarters facilitates continuity and stability of the bank’s financial markets and interbank business strategies. As one of the six major state-owned banks, Postal Savings Bank, due to its unique "self-operated plus agent" model, has an extensive branch network and a massive base of individual customers. This distinctive liability-side advantage provides its financial markets division with vast and relatively low-cost funding sources.
