I. National General Public Budget Revenue and Expenditure

(1) General Public Budget Revenue.

From January to May, national general public budget revenue was 10,046.5 billion yuan, a year-on-year increase of 4%. Of this, national tax revenue was 8,261.7 billion yuan, up 4.4%; non-tax revenue was 1,784.8 billion yuan, up 2.2%. By central and local levels: central general public budget revenue was 4,385 billion yuan, up 5.7%; local general public budget revenue was 5,661.5 billion yuan, up 2.7%.

The main tax revenue items are as follows:

1. Domestic value-added tax: 3,276.5 billion yuan, up 6.2%.

2. Domestic consumption tax: 748.8 billion yuan, down 3.1%.

3. Enterprise income tax: 2,188 billion yuan, up 0.2%.

4. Personal income tax: 737.5 billion yuan, up 12.2%.

5. Import VAT and consumption tax: 799.1 billion yuan, up 10.4%. Customs duties: 94.8 billion yuan, up 5.6%.

6. Export tax rebate: 1,129.9 billion yuan, up 4.3%.

7. Urban maintenance and construction tax: 233.4 billion yuan, up 3.8%.

8. Vehicle purchase tax: 94.3 billion yuan, up 12.6%.

9. Stamp tax: 242.6 billion yuan, up 35.8%. Of which, stamp tax on securities transactions: 126.2 billion yuan, up 88.8%.

10. Resource tax: 133.3 billion yuan, up 8.8%.

11. Deed tax: 166.1 billion yuan, down 14.8%.

12. Property tax: 249.2 billion yuan, up 7.6%.

13. Urban land use tax: 122 billion yuan, up 3.6%.

14. Land value increment tax: 174.2 billion yuan, down 14.2%.

15. Farmland occupation tax: 63.5 billion yuan, down 1.2%.

16. Environmental protection tax: 14.4 billion yuan, up 14.1%.

17. Vehicle and vessel tax, tonnage tax, tobacco leaf tax, and other taxes: a total of 53.9 billion yuan, up 0.3%.

(2) General Public Budget Expenditure.

From January to May, national general public budget expenditure was 11,387.7 billion yuan, up 0.8%. By central and local: central public budget expenditure was 1,681.5 billion yuan, up 6.5%; local public budget expenditure was 9,706.2 billion yuan, down 0.1%.

1. Education expenditure: 1,736.3 billion yuan, down 0.5%.

2. Science and technology expenditure: 364.2 billion yuan, up 0.9%.

3. Culture, tourism, sports and media expenditure: 127.4 billion yuan, down 7.8%.

4. Social security and employment expenditure: 2,132.4 billion yuan, up 6.3%.

5. Healthcare expenditure: 989.8 billion yuan, up 11.3%.

6. Energy conservation and environmental protection expenditure: 183.1 billion yuan, down 8.8%.

7. Urban and rural community expenditure: 772.5 billion yuan, down 2.5%.

8. Agriculture, forestry and water expenditure: 683.6 billion yuan, down 11.2%.

9. Transportation expenditure: 428 billion yuan, down 3.8%.

10. Debt interest payment expenditure: 580.8 billion yuan, up 5.1%.

II. National Government Fund Budget Revenue and Expenditure

(1) Government Fund Budget Revenue.

From January to May, national government fund budget revenue was 1,251.8 billion yuan, down 19.2% year-on-year. By central and local: central government fund budget revenue was 204.2 billion yuan, up 10.5%; local government fund budget revenue was 1,047.6 billion yuan, down 23.2%. Among which, state-owned land use right transfer revenue was 804.8 billion yuan, down 28.7%.

(2) Government Fund Budget Expenditure.

From January to May, national government fund budget expenditure was 3,073.4 billion yuan, down 4.3% year-on-year. By central and local: central government fund budget expenditure was 166.6 billion yuan, up 67.7%; local government fund budget expenditure was 2,906.8 billion yuan, down 6.6%. Among which, expenditure related to the transfer of state-owned land use rights was 1,386.7 billion yuan, down 13.9%.
