Today, the National Data Bureau issued the "Implementation Plan for Promoting the Construction of High-Quality Industry Data Sets," marking the first systematic deployment at the national level to empower artificial intelligence development with data.

The Implementation Plan focuses on key aspects such as the supply, circulation, and application of high-quality industry data sets, launching six special initiatives. It proposes the continual development of high-quality multimodal data sets—such as text, images, audio, and video—to meet the demands of AI applications. With an emphasis on key directions including intelligent agents, embodied intelligence, and world models, it calls for accelerating the construction of data sets, and guides capable regions to, according to local conditions, establish innovative pilot zones for data annotation.

Experts point out that data is the core material for AI training, and high-quality data sets can rapidly enhance the performance of large models.
