Putin speaks publicly about peace plan for the first time: No final proposal yet, ready for "serious" talks with the US next week

Russian President Putin publicly spoke about a peace plan for the first time since recent intensive diplomatic mediation between the US and Ukraine.

According to CCTV News, on November 27 local time, Russian President Putin stated in Bishkek, the capital of Kyrgyzstan, that a US delegation will visit Moscow next week. Putin reiterated that Russia generally agrees to use the US list for solving the Ukraine issue as the basis for future negotiations.

Putin said that the special services of Russia and Ukraine have maintained contact. The two sides mainly communicate on humanitarian issues such as prisoner exchanges in Abu Dhabi. Recently, US representatives have indeed held talks with Russian representatives in Abu Dhabi.

It was reported that Putin stated the US seems to be “considering” Russia’s stance on peacefully resolving the issue, and Moscow is prepared to have “serious discussions” when US special envoy Steve Wittekov visits Moscow next week.

CCTV reports that at a later press conference, Putin said that a peace agreement must immediately lift the wartime status and start elections after signing, but Ukraine currently lacks a series of legal procedures to support this, and does not have the legal capacity to sign a binding document. Putin said there is no actual meaning in negotiating with the current Ukrainian leadership at this stage.

According to previous reports, Trump said on Tuesday that “tremendous progress” had been made in the peace proposal over the past week, though the original draft of the proposal had drawn intense opposition from Ukraine and Europe.

Focus on Russia

According to CCTV News, Putin said that as he knows, during the Geneva talks, Ukraine and the US have reorganized the 28-point plan into four sections, which could serve as a basis for negotiations.

Putin noted that before and after the meeting in Anchorage, Alaska, he had contact with US presidential envoy Wittekov; both Russian and US sides understand the situation in Ukraine and the direction for resolving the issue.

Putin stated that communications, including Russian Foreign Minister Lavrov’s meeting with US Secretary of State Rubio in New York, were all in the framework of the results of the Anchorage meeting. According to reports, Putin said:

Overall, we see that the US has considered our position. We absolutely need to sit down and seriously discuss some specific matters somewhere.

Wallstreetcn previously mentioned that after a long period of negotiation, Russian and Ukrainian officials finally reached a new 19-point peace agreement more favorable to Kyiv.

Zelensky confirmed this progress in a speech on Monday, stating that “after the Geneva talks, the clauses were reduced and are no longer 28 points; this framework has considered many right elements.”

He emphasized that although there is still a lot of work to do to finalize the agreement, he plans to discuss these sensitive issues with President Trump soon. According to the Ukrainian side, the remaining sensitive core political elements will be decided directly at the level of the heads of state.

Analysts believe the ball is now back in Russia’s court to see if it can accept the framework and move forward based on it.

Still Too Early for a Peace Deal

According to CCTV reports, Putin said that for European countries, communication should be through diplomatic language, but currently their leaders are publicly telling people that Russia plans to attack Europe, which is nonsense.

When answering the question of whether Russia has reached a conclusion about preparing to resume nuclear tests, Putin said that Russia is willing to discuss strategic stability issues together with the US.

Putin stated, Russia will raise the issue of nuclear testing in talks with the US delegation next week. He emphasized that Moscow is ready to deal with any developments.

According to CCTV reports, on Wednesday, Russian presidential press secretary Peskov stated that it is still too early to talk about a Ukraine peace agreement being imminent. He urged all sides not to prematurely conclude that the Ukraine conflict is about to end.

Earlier that same day, Russian Presidential Assistant Yuri Ushakov claimed that Russia has not yet seen the official version of the latest US-backed Ukraine agreement draft, but has already seen an unofficial version.
