Senior South Korean policymakers propose distributing “citizen dividends” to all citizens from the excess profits of the AI industry.

Kim Yong-beom, Chief of the Policy Office at the South Korean Presidential Office, proposed considering the establishment of a so-called "citizen dividend," with the source of funds being the excess profits generated by the artificial intelligence (AI) industry. "The gains from the era of artificial intelligence infrastructure are not created solely by individual enterprises, but stem from the industrial foundation that the entire country has built over more than half a century. Therefore, a portion of these gains should be returned to all citizens through institutional arrangements," Kim Yong-beom stated in a Facebook post. He also emphasized that excess profits in the era of artificial intelligence have a clearly concentrated characteristic: shareholders, core engineers, and various asset holders in memory chip companies are highly likely to receive generous rewards, while the broader middle class may only experience indirect effects.
