With the approval of the Beijing Financial Regulatory Bureau, the change of leadership at China Foreign Trade Trust, which has assets exceeding one trillion yuan, has been officially finalized.

According to a recent disclosure by the bureau, Wei Mengmeng has been approved to serve as the chairman of China Foreign Economy and Trade Trust Co., Ltd., and the company's legal representative has been changed at the same time.

This not only makes her the only female chairperson in a domestic trust company, but also a rare post-80s generation. This appointment will undoubtedly generate considerable interest.

The only female chairperson in the trust industry

A recent approval from the Beijing Financial Regulatory Bureau shows that Wei Mengmeng has been appointed as the chairman of China Foreign Trade Trust Co., Ltd., and the legal representative has been changed to Wei Mengmeng. This comes approximately six months after the company disclosed its intention to change its chairman in April.

Prior to this, China Foreign Trade Trust had announced that due to a job change, Wei Mengmeng would no longer serve as general manager, and that Vice General Manager Ma Shaojing would temporarily assume the duties of general manager. The company's board of directors also approved the arrangement for her to temporarily assume the role of chairman.

With the regulatory approval in place, the top leader of China Foreign Trade Trust Co. , Ltd. has been officially appointed, and Wei Mengmeng has become the only female chairperson of a licensed trust company in China.

Quite coincidentally, in June of this year, the Beijing Financial Regulatory Bureau approved Sinochem Capital's acquisition of the equity of relevant shareholders, raising its shareholding ratio to 100%. Sinochem Trust has since become a wholly-owned subsidiary of Sinochem Capital, and its senior management has been streamlined accordingly.

Veteran "post-80s" generation who grew up from within

Wei Mengmeng is a "post-80s" generation, born in Taiyuan, Shanxi in 1981. She holds a master's degree in finance from the University of International Business and Economics and joined China Foreign Trade Trust in 2006, where she has stayed for nearly 20 years, having worked in almost all of the company's core business lines.

She has worked extensively in securities investment, wealth management, family trusts, and inclusive finance, and has served as Assistant General Manager of Product Management Department, General Manager of Securities Product Department, General Manager of Securities Trust Business Department, General Manager of Wealth Management Center, as well as Assistant General Manager, Deputy General Manager, and Deputy Secretary of the Party Committee.

He assumed the duties of general manager in October 2021, was officially approved as general manager and director in June 2022, and has served as party secretary since August 2023.

During his tenure as general manager, the company's family trust scale exceeded RMB 170 billion and pension trust exceeded RMB 2 billion. It also achieved several national "firsts" in emerging fields such as real estate and data trust, and brought inclusive finance into farmers' scenarios by relying on Sinochem Agriculture's industrial chain.

Since 2026, she has been promoted to General Manager and Deputy Secretary of the Party Committee of Sinochem Capital Co., Ltd.

Industry insiders believe that such a resume perfectly aligns with the talent selection logic during the trust industry's transformation period.

Shuai Guorang, a researcher at the Yongyi Financial Trust Research Institute, said that during the transformation of trust business into a new category, newly appointed senior executives need to have both professional capabilities in standard products and service trusts, as well as risk control awareness.

Wei Mengmeng, who spans multiple business lines including primary and secondary markets, wealth management, and inclusive finance, is a typical candidate in this direction.

Foreign Trade Trust is a long-established central enterprise trust company that was approved to start business in December 1987. It has a registered capital of 8 billion yuan and is actually controlled by China National Chemical Corporation (Sinochem) Holding Co., Ltd., a central enterprise. It is the core trust financial platform under Sinochem and is currently the chairman unit of the China Trustee Association.

Headquartered in Beijing, with branch offices in East China, South China, Southwest China, and Northwest China, its business covers the entire country. It holds stakes in Nuoan Fund, Baoying Fund, and Guantong Futures.

In June 2026, the controlling shareholder, Sinochem Capital, completed the full acquisition, further unifying the company's shareholding structure.

In terms of performance, as of the end of 2025, the asset management scale of China Foreign Trade Trust has exceeded RMB 2.2 trillion, firmly ranking among the top tier in the industry, and has remained above RMB 2 trillion for two consecutive years.

The company's operational quality was also commendable. As of the end of 2025, it achieved annual operating revenue of 2.213 billion yuan, a year-on-year increase of approximately 23%; total profit of 1.111 billion yuan, a year-on-year increase of 35%; and net profit of 857 million yuan, a year-on-year increase of 33%.

Amidst sluggish growth in the overall trust industry, China Foreign Trade Trust still achieved double-digit growth in both revenue and profit, which is seen by the industry as a testament to the effectiveness of its transformation strategy.

As a leading institution in the trust industry, the market will wait and see whether China Foreign Economy and Trade Trust can maintain its growth momentum after the appointment of its senior executives.
