US media reveals full draft of White House’s 28-point new plan to end Russia-Ukraine conflict

Xinhua News Agency, Washington, November 20 (Reporter Xu Jianmei) – On the 20th, the American news website Axios published the full content of a new 28-point draft plan by the Trump administration to end the Russia-Ukraine conflict. Key points include Russia signing a non-aggression pact with Ukraine and Europe, and Ukraine committing not to join NATO, among others.
According to Axios, the contents of the plan it obtained have been confirmed by both American and Ukrainian officials. The U.S. side is urging Ukraine to reach an agreement within an “urgent timeframe,” but the plan is considered a “dynamic document” and will be revised according to feedback from all parties.
The report said that although many points in the plan have previously been rejected by the Ukrainian side, Ukrainian President Zelensky has not ruled out the possibility of accepting the plan.
According to the plan, Russia will sign non-aggression agreements with Ukraine and Europe, and Russia will write its non-aggression policy toward Ukraine and Europe into law; Ukraine will obtain reliable security guarantees, with its military limited to 600,000 personnel; NATO will not expand further, will not station troops in Ukraine, and European fighter jets will be stationed in Poland.
The contents show that Ukrainian troops will withdraw from parts of Donetsk Oblast currently under their control, and the evacuated area will be regarded as a neutral demilitarized buffer zone. On nuclear issues, the U.S. and Russia agree to extend the validity of treaties related to non-proliferation and nuclear arms control, and Ukraine agrees to become a non-nuclear state according to the Treaty on the Non-Proliferation of Nuclear Weapons. On postwar reconstruction, the U.S. and Ukraine will cooperate in the development and operation of Ukraine’s natural gas infrastructure; the lifting of sanctions against Russia will be discussed gradually on a case-by-case basis; the U.S. and Russia will sign long-term cooperation agreements in areas such as energy and rare earth metal mining, among others. In addition, $100 billion from Russia’s frozen assets will be invested in U.S.-led Ukrainian reconstruction and investment projects, with the U.S. receiving 50% of the profits from these projects.
According to the plan, once an agreement is reached, both Russian and Ukrainian sides will withdraw to agreed points and cease fire immediately; Ukraine will hold elections 100 days later; and the agreement will be supervised and executed by a peace council led by U.S. President Trump.
Furthermore, on the evening of the 20th, Axios disclosed another draft agreement submitted by the U.S. to Ukraine. The draft shows that the U.S. and its European allies promise that any future “major, deliberate, and sustained armed attack” against Ukraine will be regarded as an attack against the entire “transatlantic community” and will be met with responses, including the use of force; the initial term for providing security guarantees to Ukraine is 10 years. The draft includes signature fields for Ukraine, the U.S., the EU, NATO, and Russia.
According to Russia Today, regarding a new 28-point plan between Russia and the U.S. to end the Russia-Ukraine conflict, Russian presidential press secretary Peskov told the media on the 20th that Russia has no new information to provide. He said that apart from the statements by the Russian and American presidents during their meeting in Anchorage, there is nothing to add or update.
