Intel has significantly raised its 2026 capital expenditure guidance from $17 billion to over $20 billion, and announced it will further increase spending significantly in 2027. This, together with its overall better-than-expected quarterly performance, sends a clear signal to the market: The chip giant is betting on a long-term expansion centered on advanced process and packaging capacity.

According to Chasing Wind Trading Desk and a Goldman Sachs research report, Intel's Q2 revenue reached $16.1 billion, far exceeding Goldman’s expectation of $14.3 billion and market consensus of $14.4 billion; non-GAAP EPS was $0.42, almost twice the market forecast of $0.22. Meanwhile, the company set its Q3 revenue guidance median at $16.3 billion, and gross margin guidance at 42%, both well above market expectations.

The surge in capital expenditures is not an isolated decision, but is based on several factors: continuous ramp-up in 18A process yields, ahead-of-schedule progress in 14A process, and steadily strengthening signals of demand from data center customers.

Goldman Sachs analysts James Schneider and others believe Intel is benefitting from AI-driven server demand, and the long-term potential of its foundry business adds upside to the stock. However, Goldman maintains a neutral rating on Intel with a price target of $150, reasoning that peers like AMD, NVIDIA, and Broadcom still have better revenue visibility and risk/reward ratios.

Performance Exceeds Expectations Across the Board, Data Center Is the Biggest Highlight

Intel's Q2 results surpassed market expectations in all business lines, with Data Center and AI (DCAI) showing particularly outstanding results.

DCAI revenue reached $6.26 billion, up 24% quarter-over-quarter and 59% year-over-year, exceeding Goldman’s expectation of $5.68 billion and market consensus of $5.59 billion. Intel attributes this growth to the robust recovery of general server demand and incremental pull from AI.

Client Computing Group (CCG) revenue was $8.88 billion, exceeding both Goldman and market forecasts by roughly 11%. Foundry business revenue was $5.77 billion, slightly above expectations. Overall gross margin reached 41.8%, about 254 basis points above Goldman’s forecast; operating margin was 17.2%, nearly 600 basis points better than market expectation.

Looking ahead to Q3, Intel expects DCAI to achieve even stronger quarter-over-quarter growth, due to incremental capacity coming online. The company is still in a supply-constrained situation, so expanding supply will directly translate to revenue increments. Goldman accordingly raised its average EPS forecast for 2026–2028 by about 49%.

Capital Expenditures Sharply Increased, Betting on Advanced Packaging and 14A Process

The upward revision to capital expenditure guidance is the most strategic signal in this earnings report.Intel raised its 2026 capex from the previous $17 billion to over $20 billion, and clearly indicated it will further significantly increase investment in 2027 and beyond, to support expansion of advanced packaging capacity and preparations for 14A process mass production.

For specific investment, Intel plans to boost 2026 wafer front-end equipment (WFE) spending by about 40%. This increase reflects the company’s earlier investments in plant shells and cleanroom space now entering the equipment installation phase. The company said it will synchronize expansion of wafer front-end capacity and advanced packaging capacity in response to sustained, strengthening customer demand signals.

Goldman points out Intel’s recent traction in advanced packaging, and its strategic role as the "national team" for US domestic foundry services, provides upside options for the stock. However, the sharp rise in capex also increases near-term free cash flow pressure; Goldman expects Intel's net debt/EBITDA to rise from 0.8x in 2026 to 1.2x.

Process Technology Progress Provides Confidence Support

The confidence for capex expansion comes from substantial progress in Intel’s process technology. The company stated, 18A process yield and volume ramp-up for server and client products continues, and has entered the risk production stage for 18A-P in Q2.

For the next-generation 14A process, Intel disclosed its internal process metrics have surpassed 18A’s progress at equivalent nodes. The company plans to release PDK 0.9 version this October and expects to enter risk production in the second half of 2027, with mass production in 2028.

Goldman believes the positive updates to this process roadmap are an important highlight of this report and help boost market confidence in Intel’s foundry business long-term competitiveness. But analysts also point out, slower-than-expected ramp at advanced nodes and declining server CPU market share remain key downside risks for Intel.

Goldman Maintains Neutral; Valuation Upside and Competitive Pressure Coexist

Despite the outperformance in results and guidance, Goldman maintains a neutral rating on Intel with a 12-month target price of $150, based on a P/E of 30x applied to normalized EPS of $5, implying about 42% upside from the current share price of roughly $100.

Goldman analysts say Intel’s upside risks are mainly from three aspects: foundry services attracting more customers, server CPU demand and share improving more than expected, and profit margin improvement exceeding expectations. Downside risks focus on slower-than-expected advanced node ramp, and potential loss of server CPU market share.

Goldman sees Intel’s closest peers—AMD, NVIDIA, and Broadcom—as more attractive in terms of revenue visibility and risk/reward, which is the main reason for its neutral rating. For investors, Intel’s current investment thesis is more about having a long-term upside option than a source of short-term certainty in returns.
