To thoroughly implement the central, provincial, and municipal policies on the development of the new generation of artificial intelligence, seize new opportunities for AI development, fully build the main area of the first city for AI innovation and development, and construct a unique artificial intelligence industry and startup ecosystem with Xiaoshan characteristics, these measures are formulated.
Provide Free Deployment and Development of OpenClaw
Encourage market-oriented and professional innovation platforms to establish "OpenClaw-type Intelligent Agent Service Zones," deploy OpenClaw-type intelligent agents for free, provide one-stop services such as technical guidance and market promotion, and offer subsidies to eligible innovation platforms.
Support Token Consumption Subsidy
For eligible OPC-STC enterprises, a subsidy of 30% will be provided for the actual model invocation fees incurred when using OpenClaw-type intelligent agents to access domestic multimodal large models for AIGC creation and production, with a maximum annual subsidy of 100,000 yuan per enterprise.
Support OpenClaw Computing Power Supply
For OPC-STC enterprises renting qualified computing power services for OpenClaw-type intelligent agent technological R&D, upon evaluation, provide a computing coupon subsidy equivalent to 50% of the amount of intelligent computing services, with a maximum annual subsidy of 20 million yuan per entity.
Support Open Source Intelligent Agent Ecosystem Construction
For eligible operating entities, provide free AI assistants built on OpenClaw-type intelligent agents to the public or developers, or operate and support OpenClaw-type intelligent agent projects in open source communities covering technical exchange, skill sharing, and application showcase fields. Upon recognition, a subsidy of up to 30% will be given based on the actual annual expenses for model invocation, platform operation and maintenance, and community operation, with a maximum annual subsidy of 500,000 yuan per entity.
Support OPC-STC Enterprises in Procuring High-Quality Datasets
Encourage OPC-STC enterprises to procure high-quality industry datasets from non-affiliated parties through data trading platforms or trusted data spaces for model training and intelligent agent development. For qualifying cases, offer a subsidy of 30% of the transaction amount, up to a maximum of 2 million yuan.
Support Scenario Demonstration Cultivation
Encourage OPC-STC enterprises to create benchmark scenario demonstrations based on OpenClaw-type intelligent agents, focusing on key industries, urban governance, and public services. Annually select a batch of highly innovative and successfully implemented projects as scenario demonstrations, with a maximum subsidy of 1 million yuan per project.
Provide Free Office and Living Space
Upon recognition, provide eligible OPC-STC enterprises with free office space, with up to 6 months of free office use; offer a total of 100 living spaces, with up to 3 months of free accommodation.
Support OPC-STC Talent Subsidies
Upon recognition, provide graduates with full-time doctoral, master's, and bachelor's degrees from OPC-STC enterprises with tiered living subsidies of up to 150,000 yuan and rent subsidies of 36,000 yuan. For talents awarded corresponding levels, offer a maximum housing subsidy of 240,000 yuan over five years.
Support OPC-STC Project Development
Focusing on key needs for industrial transformation in the district, through special competitions that "replace evaluation with competitions", mainly discover and cultivate high-quality OPC-STC projects that deeply apply OpenClaw-type open source intelligent agents, with a maximum subsidy of 4.5 million yuan per project.
Support Fund Financing Needs
Leverage the guiding role of Xiaoshan’s “Chao Qihang” Angel Guidance Fund, establish a special fund of 50 million yuan for the OpenClaw-type open source intelligent agent sector, precisely layout new AI tracks, and provide diversified financing channels for OpenClaw-type open source intelligent agent projects.
